Import and export of drugs to and from Bulgaria |

The personal import and export of controlled drugs to and from Bulgaria is regulated by the Drugs and Precursors Control Act (1999). The national regulations are in compliance with the international system for trade in drugs based on import and export licenses/permits issued by the National Drugs Service. The system monitors substances on Lists I and II of the Single Convention on Narcotic Drugs (1961) and Lists I, II, III and IV of the Convention on Psychotropic Substances (1971). Furthermore, the national system applied in Bulgaria is in compliance with the provisions of the Schengen Convention (Article 75) and the other relevant acts of the EU acquis.
According to the Drugs and Precursors Control Act, persons who transit or enter Bulgaria for a short stay may carry narcotic drugs and psychotropic substances listed in Schedules 2 and 3 of the Act, in quantities not more than the necessary for their medical treatment for a period of up to 30 days, provided that they produce a prescription or other official document issued by a competent authority of the country where the medical treatment has been prescribed.
Expats who are long term or permanent residents in Bulgaria may export and import narcotic drugs and psychotropic substances listed in Schedules 2 and 3, in quantities not more than the necessary for their medical treatment for a period of up to 30 days, provided that they produce a permit issued by the National Druga Service.
The Drugs and Precursors Control Act lists also the narcotic substances and plants whose possession and application are prohibited (Schedule 1).
